Dr. Hugues F. Batsielilit, Ph.D., is the President and CEO of a nonprofit called, International Consulting Aid Network (ICAN). He works as an emergency management specialist focusing on health, public health issues, and post disaster impacts (Federal Emergency Management Agency). Dr. Batsielilit has served as an expert international consultant in public health surveillance and a communicable disease specialist (The Peace Corps and ICAN), a healthcare administrator, and a community health coordinator for more than ten years. Dr. Batsielilit is also a veteran of the 82nd Airborne Medical Division.

Dr. Batsielilit is the author of the recently released book, Telemedicine Services: An Argument for Use in Africa, Haiti, and the U.S. Virgin Islands Healthcare Systems. He is also the author of the soon to be released book Covid-19: The Response the Aftermath, & Future Projections. These books have been compiled, edited, and published through a partnership with The Rules of a Big Boss LLC and ICAN. ICAN enhances health promotion and awareness in rural and urban areas, improves the birth survival rates and welfare of African women, children, and families through the solicitation of funding and donations for medical, diagnostic, and training equipment and nutritional supplies to utilize for community health education and treatment.
